URL restricted from indexing

I used SEO SpyGlass to check for backlinks to my site, it reported that one of the backlinks had status "URL restricted from indexing". Then I used firefox with the nodofollow plugin I visited the webpage where I have the backlink on and verified that the plugin says it's dofollow.
So assume the link does not have nofollow tag, is it possible that the indexing of the URL is restricted in some other way, lets say in robots.txt?
