Search vs. Content % Bogus Leads

I've been running an Adwords campaign for 2-3 months now generating leads. Most of my traffic is coming from the Content Network simply because I can't afford the high PPC on Search for my keywords. I'm doing pretty well, but for every 3 leads I generate, my affiliate returns 1. I have a 33% bogus lead rate, and it's killing my profits.
Does anyone here have some experience generating leads on Search vs. Content and the relative difference in bogus lead rates? Is Search much better in this regard?
