How much does the relevance of a website have to do with the power of the links?

Do you mean the relevance of the page content to the destination page of anchor text links?

If so, not as much as people think. Authority and trust count as well.

So you dont think that a site purely with links from sites in the same area would be a good bet? Do you not maybe think that this could be something Google is going to focus on soon and if so many sites could see a drop in rankings from building links on any site they can get a link on which is good but maybe not relevent?

A non relevant high PR link will tranfer PR to you but it won't raise your SERPs for your own relevant keywords as much as a relevant site. But it sure won't hurt anything as long as the link is genuine.

From a SERPS perspective I think relevance isn't very important right now, but it could become more important as search engines get smarter. However relevance does matter when it comes to driving traffic.
