I red wrong link building will affect a website SERP. My question is anyone can do link building for my site. So If my competitor will do the bad link building for my site . what can I do?. Please help me

Bad external link building, or in other words bad link building practices which can not be directly influenced by the webmaster himself do not hold any effect on the site's standings. Google has stated this on a number of occasions.

I think it was Matt Cutts who posted an article about keeping your site clean of spam links. That when someone post an outgoing link on your site, you need to make sure that link goes to a good quality site that is related to your sites topic.

Excellent addendum to this thread!

To add to your useful post, Google supports the nofollow attribute which can be placed on outbound links that you aren't willing to vouch for. This attribute prevents PageRank from passing to that link and insulates your own page from PR devaluation based on low quality links.
