Should You Backlink To A Page Or Site That has a lower PR than your own site?

I think I know the answer, but I wanted to double check in case I was wrong.

When backlinking, especially blog commenting, does it do any good to backlink to a site that has a lower PR than your own site?

Obviously higher backlinks give your site's ranking that much more ranking power, but during blog commenting, sometimes you find you can contribute something very valuable...but it may not help your ranking as much.

Thoughts?

    I am answering general backlinking. I assume your question falls in this
    category.

    I am not a natural person, but google seems to like nature. So, you spread
    the wealth. For me, that means, 60-75% backlinks to main domain (higher PR,
    obvioulsy), 40-25% other pages on this domain.

    The other pages are linked off of the domain, so PR flows downhill.

    Now exactly what lower PR sites you are talking about, I don't know.

    I also assume you are commenting and leaving a link. And those are the
    links you are talking about? That's the way you have worded it.

    Or are you really asking about lower PR blogs helping your site?

    All sites that have PR will contribute some PR to your site. But, the PR
    is watered down. Sometimes a PR2 site with one link is worth more than a
    PR5 site with 50. But this is not always the case. There's a little thing
    called trustworthiness and authority.

    Well this is my personal thought. Backlinking to lower pr sites can be good if they get good traffic, aged website, and is relevant to your website. I personally dont think that pr matters much.
