Anybody use outrank.com for SEO? Results?

Greetings...
I just got through meeting with a potential local web design client who said he had been with outrank.com since April paying about $155/mo for the 'guaranteed' front page placement with Google. He WAS appearing on the top of the front page in the 'local businesses' maps section getting 9 to 15 calls a week from it. Apparently, he thought this was too much to spend and went with yellow book for $63/mo to save $90. Now, he doesn't show up anywhere.
I know guys charging $500-$700 a month for what seems like the same guarantee, so $155 seems pretty impressive to me and well worth it!
Any thoughts on outrank.com? Any one use them for local business? He's blaming yellow book for the sudden drop, but I'm wondering if it's more of a coincidence. Does outrank.com get you those rankings for just a 'short' period of time? Client said he was on the maps section for about 2 months.
