    Those would be considered external links if you are talking about different sites. I think it is fine to interlink a few sites on a network so long as each one is popular among users. If you are doing it just for pagerank, it probably won't help you.

    As far as internal linking, every page should be able to be reached from the main page, or at least a sublet of the main page, as well as all having a link back to the main website with anchor text.
