How do people get AWAY with Redirecting on AdWords???

I've seen it again and again. There are always ads that when you click on, they redirect straight to a Clickbank sales page. I know it's against Googles terms yet these ads are running for months sometimes.

EX: Put "mobile monopoly" into Google. Clicking on most of these ads lead straight to the affiliate hoplink.

How do they do it?

    a million dollar question, / you can direct link / in that case there should only be one ad showing. If people have a display name and it is not landing there , but redirecting then yes that would be against terms.

    Ok for example:


    There are multiple ads like these all redirecting to a hoplink like this:

    Vendorsite(.)com/hoplink=AFFID

    for the same keyword. So obviously it is against the terms
    because the display url and the final landing page do not match.

    Yet many people get away with it and for very long periods of time.

    So my questions are:

    1. Do you know some technique to be able to do this (it seems to be working for these guys)?
    2. What are the "in practice" penalties if you get caught doing this?

    One technique I thought of was to initially link to a landing page that is all legit and stuff and then when Google accepts it - add a PHP redirect. What do you think?

    What about an adword placement where the URL in the adword ad goes direct to a clickbank product, thats ok right?
