Does AdSense pay less if eCPM is abnormally high?

Say, I have a page with a keyword-rich content - I mean keywords like "dui lawyers", "mesothelioma", "buy viagra", etc.
So - technically speaking, each click could be worth quite a lot - however:
After a while, Google AdSense would "downgrade" the payouts once it senses that the page eCPM is too high.
I heard from a reputable source that it does happen.
Then, I met another very reputable source who laughed me out of my socks.
Who can I trust? Would Google actually rob us of our hard-earned money?? Any ideas?
