No it doesn't have to be related
But FYI you better have for example 10 backlinks in sites of PR 5-6 rather than 20 backlinks in PR 1-2

I have that same question. It seems weird to me that my blog would come up #1 for the keyword that I targeted but still not have pagerank. I guess I just need to keep on building those backlinks.

It is possible to out rank another site in google search results even if you have lower pagerank. If you seek more pagerank get quality backlinks from dofollow sites. Google hasn't made a major update to pagerank in quite some time now. Be patient, if you have did a lot of hard work then it is possible you will get higher pagerank from google in the near future. But, that doesn't necessarily mean better rankings in a search result.

You may have built your blog or got ranked between PR cycles. There hasn't been one in a while.

I think your efforts are not related to your niche. Made comments on do follow blogs which are related to your area of interest. It will really increase your ranking

Make sure your page is coded right aswell. Add a Contact page, Privacy Policy, Sitemap, etc.

Your site needs authority so it needs to convey it being a proper website.

And ofcourse backlinks, as said above.

onpage optimization is to be done essentially for a site after it is designed. This is because the onpage is the essential that a search engine gives priority. If it is perfect, then the site gains a good page rank. Then by doing off page optimization gives more boost up and thus page rank increases.
    Good Luck...

how about the traffic? how many visitors per day?
I dont bother about the page rank as long as I can get a lot of visitors....
if you update the site frequently, may be PR will be increase soon,
    but in long term period....

Building more backlinks to your site is the simplest way to solve this. Use PageRank to check a site's rank. The more backlinks you have in sites with a higher PR, the better.
