You should Use NMF, check the first 3 pages of the SERP, and analyse your competitors backlinks and situation. Google search is a poor tool. Use SEO spyglass to analyse them 1 by 1.

I use Market Samarai to check this (they have a free trial too).

Make sure your competitors that are already in the top ten won't be too hard to outrank. Some of the things to check are: how many backlinks they have, do they have the keyword(s) in their domain name or title tag, what's their PR, etc. You can check all this in the software I mentioned above.

Another thing to consider is whether your chosen keywords are getting enough traffic.

In my opinion, if you get a green flag on all the above.. 20,000 is a good number.

You can use the free version of Traffic Travis to analyse the top 10 URLs in your niche and get an overall result for the competitiveness of your niche.

I don't know what your budget is for this project, but I would recommend before going with any keyword to do a test ppc campaign so you can get the exact impression count for it. The longer you can run the test campaign for the better. This is cost about $25-50 but will save you a lot of time if you find out that the keyword is a bud.

As far as being able to rank or not, I think that looking at only the number of competing pages is not the way to go. The correct was is to look at the top 10 ranking urls for the keyword. Use the competition module in Market Samurai, it is very detail and will even give you an anchor text analysis of the url so you can know exactly the back link profile the competitor has.

Look at their on page Seo factors, if the competition has yes for all of the On Page seo factor for the keyword , then you can conclude that they know what they are doing. If you see that they have very few On Page, then that can be an indication of weak competition.

At the end of the day it is all about traffic for the keyword, and my yrs of experience has taught me not to rely on any of the keyword tools out there. That is why I always advise people to run an test ppc campaign above all rest because I have top ranking for many keywords which has little actual traffic even though MS/wordtracker/google adwords all say that the keywords has tons of traffic.

    Hope this helps.
