France Google : Keyword NOT Much Traffic

Hi Warriors,
My friend has an escort site, I had recommended him to target two keywords (Paris escorte,Paris escort) and to get traffic from google.fr because he prefers more visitors are from France. Currently, he is on second page and 3rd page for the keywords. But, still there is not much traffic. Same traffic as we had got earlier before sticking on 2nd and 3rd page on Google. I really wonder for this.... But when I searched with Google external keyword tool, it shows me those two keywords are getting about 3000+ searches per month.....However, we are targeting to get top # 1 (1st page on Goolge.fr for these keywords). Will this drive us more traffic within about 1-2 weeks after reaching 1st Page on Google? Please share your input on my issue
