It's not about what people "can" but about what they will do ...
When they use Google Instant I don't think they will type in such a long tail. maybe there are a few who will do this but ... you know ...
when they don't use Google Instant they will type in such long tails because that is what they are looking for. Of course you need to check the searches the long tail get which you want to target.

People type in long tails when they are looking for a specific item. The reason for using longtails is because those who use them are more likely to be ready to buy.

The longtail you want to use is the one you SEE people searching for - not what you think they might want to look for.

If I find stats in my cpanel for a site that show 30 visitors arrived at my site becuase they searched for the term

      bad dog stop barking

I may add some new page titles to the site, such as

bad dog - stop barking behavior now
      stop bad dog barking
dog barking - bad dog or bad owner

What I'm targeting is the phrase - and variations of it - that visitors have actually used to find the site.

In the example given above - I doubt the word "ideas" would be used very often. I would expect to find phrases like

      free fast weight loss plan
      easy fast weight loss plan
      quick weight loss diet

but it would always depend on what phrases people had used to access my site - or on keyword research in advance that told me what phrases were more common for the topic

Hope that helps - it's just my method for doing it.

Dear April: I don't want any trouble from you.
January was long, February was iffy, March was a freaking dumpster fire.
So sit down, be quiet, and don't touch anything.
