Distinguishing between 'good' and 'bad' SEO services

I have my niche Amazon Review site up with about 7 articles so far.
I've been trying to figure out what services would be good to build links for my site, I'm thinking 10-15 per day(quality). I have no idea how to tell if the services that the "warriors for hire" offer are any good.
I'm thinking that Linkvanna could be a good start but it's a little expensive at $147 per month since this is my first review site. Though I know I can make it work I don't know how much income I will be able to generate.
I'm not too interested in forum or profile backlinks I'm thinking more along the lines of syndicated articles or links from relevant sites. Who/what offers good affordable linkbuilding services?
2 hours of searching on the forum and I still haven't found any clear answers.
