I've read that the optimum length of your page title should be around 60 characters length, but I see many high ranking competitors with many more characters and words, I know the page title is only a factor in search engine ranking, but are page titles of over 60 characters ignored by Google or they crawled and just not displayed, In which case is it better to opt for longer titles.

Google won't ignore the page, it just ignore the rest of the characters after 60. Some other search engine might read more, so you can put more characters in the title yet still rank well.

If you have a very long page title maybe you are targeting too many terms with a single page and having multiple more targeted pages would be a better strategy for you.
