Hi

I know what the webmaster guidelines say about using bad neighbourhoods but has anyone actually ever seen a substantial drop in traffic due to being penalised by google for building links too quickly, or for using link farms?

I mean like everyone says, how does Google know if its you building those links or a competitior trying to get you delisted?

Have any of you regularly used link farm type means to get ranked? and they have worked for you?

Never seen anyone get 'spanked' for link farms. In my experience they just get ignored, so you end up wasting time and money.

Can get penalties for dup content (I've seen that), and keyword stuffing (I've seen that too).

They never say using link farms is bad. They say it's a waste of time.
But one can use them for an advantage. Nuff said.

You won't get ranked by just using link farms. Link farms will never
directly add to your ranking. They won't subtract either. Big difference
      between not helping and hurting.

Now if you take it to the extreme of 50,000, well who knows...

Don't do link farms - you can buy links from link networks / blog networks but be sure to know the separate c-blocks and IPs. Most high quality blog networks have great results and they produce amazing links. The other thing to do is to find high PR sites and get your links on their sites like NYTimes, NPR, etc
