Need help with AdSense form

I have all but one of my requirements with AdSense to get paid. I am closing in on the threshold to get a check, so I would like to finish up the requirements if I can. But I have no idea where or how to submit the I-9 form they require.

I downloaded the form from the IRS like they told me to. But I can find nowhere on the site any instructions on what to do with it after I fill it out. Do I fax it in (not likely I would guess) or email it, or upload it? But where, I don't see any instructions or links to upload.

I am pretty sure it is just because I am blind in one eye, and can't see out of the other one. But this is frustrating. Please help. Google has not responded of course.

    Holy crap, no one knows how to file this form? I wonder how you folks manage to get your checks from Google then? You would think that someone would be able to help me with this. If you are receiving AdSense Income, you would have had to file this form if you are located in the USA.

      Yes, but file it where? Do I email it to G, to what address? Do I fax it, to what number? That is what I don't understand.

          It is not a W-9, it is an I-9. It is usually filed with your employer or whomever you contract with. It is a statement that you are legally allowed to work in the USA. Google needs it before they will issue a payment for your share of the revenue. It has to be filed with G as they are the ones that need to know you are legal. But I can not find anywhere on their site the place to file it, and they never answered my support issue, as usual.
