Hire someone for article submission - Effective?

Hi!
I'm thinking about outsoursing and having someone creating articles for my blog. I also want to hire someone to submit articles to the well known directories, like ezine articles and other high PR-websites.
But, I also see alot of services about article submission to UAW and sites like that. Is that well spent money for link building purpose? The prices are about ~$50-$100/Month, having 3-5 arcticles submitted to the services.
What do you think about it? What is your experiences/recomendations?
