Are these what we call "link farms"?

When doing keyword research, I keep stumbling across sites like this (replace the hxxp):

hxxp://www.southindywellness.com/
hxxp://www.niemdau.net/

I keep seeing a lot of the top SERP sites with a load of these links, so I assume they're working.

What is this called and how did these sites get those links?

I assume it's paid...

    Basically these sites contain nothing but articles with outgoing links.

    They also look kinda "dead".

    You will rarely see AdSense ads on these sites. They exist simply to serve as backlinks.

    I think the reason of their top ranking is their on-page seo works. I checked the backlinks for southindywellness.com and it only has about 260 backlinks. With this amount of backlinks ( paid or natural ) ranking high is difficult. So they optimized their pages well in my opinion.
