Can changing the position of links effect ranking and SEO?

I want to try a new setup for my pages and put the links up on top instead of down the side. They are the exact same links (categories, privacy, contact, sitemap and such) and the only thing I want to change is their position. No changes otherwise to content, including images and tags etc. Can this effect my ranking and/or SEO? I should think not but I've thought that before and regretted it.

    i think updating a site is counted for you...

    Yes it can. Moving links from the header down to the footer for example could de-value links.

    Also, moving sidebar blogroll links to in-text links can greatly increase their value.

      De-value links? What does that mean? How?

      I don't even have a single link in any header.
