Google CPA VS. Budget Question.

I have a site that has various products for sale. Several of our campaigns are eligible and have been using the CPA method through adwords. How exactly does CPA bidding work with the Overall Budget of my Campaign. I am unsure how I should set this up?
A typical product in one of the CPA campaigns sells for 19.99 our cost is 7.00 . Do we set the CPA at 12.00? This would effectively mean paying google 12.00 per sale? We would them make a few dollars Per? Seems to me we would want a low cpa like 2-3 dollars!
How does the overall budget work into this?
I am a bit confused and keep seeing our google campaigns have large swings from 6.00 a conversion to 45.00 per conversion even though the CPA is set at 12.00.
