A keyword is competitive, especially because there are many webmasters that target the same keywords. The more competition the more search results in google.

It doesn't really depend on the amount of search volumes. The competitiveness of the keyword can usually be measured to the numbers of your actual competitors, who're all using the targeted keyword in the title page, url, anchor texts in link building.

You can check this one manually by searching your targeted keyword on Google search like this:

    "allintitle: keyword"

there you'll see the exact number of competing pages for the keyword, and there you can decide if it's really competitive or not.

The Competition column in the google keyword tool gives you an idea of how many are bidding for the term, it's probably a hot product, or a term that has been found through keyword conversion testing to be a commercial winner. You can turn on the CPC estimate column to get more clues about it's value.

In adwords many words with high search volume turn out to be too generic to convert well enough to be profitable. Jewelry for example gets 13,600,000 broad, 240,000 exact searches, unless you run a super mega store offering every conceivable kind of jewelry, you will be getting too many mis-mstched visitors and losing money.

I have seen search volume used more in the context of organic search ranking, a word getting millions of searches a month, and a ton of search results is tougher to rank for than a word with 20k or less searches.
