Linking Strategy From My Sites

I'd be interested to hear your views on this.
I noticed that a site owner that ranks for the keywords I am trying to rank for has links to all his other niche sites at the bottom of each page. He must have at least 30 niche sites. This seems to be working well for him because it looks like he has these links on every page of every site, so essentially he is getting loads of links from his own sites.
So for example, he has 30 sites with 10 pages each, then each of his sites are getting 10 links each from the other 29 sites (290 links).

My question is, would you do this. I know it's not great to have lots of links coming from the same host (which I assume he must do). Also, by doing this, he has essentially let me check out all his other niche sites (some of which I think I could out-rank possibly).

It does seem to work well, as he is ranking on page 1 of Google for most of his sites by the look of it.

    This is certainly something that got people penalized in the past. If it were 5 sites, maybe. But 30 I don't think is going to last.

    I'm reluctant to assume that Google penalizes sites for such a linking strategy.

    Take a look at big sites like menshealth.com, askmen.com etc. They all consist of large networks of sites and guess what... they all interlink. Are they getting penalized?

    And take a look at sites like games.com, owned by AOL. They link to each of the sites in their network from one another. Surely they know what they're doing?

    Perhaps people do get penalized for this but it probably depends more on the "type" of site i.e. if you've only got a network of thin affiliate sites that Google deems as low quality. In that sense it's clear that you're trying to game the system.
