What to do after PR check?

OK.. so I checked Google for a specific keyword and all sites on the 1st page are either PR2, 1 or 0. But.. the keyword only shows 1000 exact matches in Google Keyword Tool.

1) Is the keyword tool showing me the results for this month?
2) The keyword has to do with something I enjoy building and even with the low number of results, I would like to start a legitimate site on, with ongoing content and it would be the main keyword for my site. Link building aside, what is the best way to start working the keyword into my content with future hopes of taking over the number 1 spot?

    Start with your domain name. As much as possible, have your keyword in your domain. Then meta tags. Try to input high quality content. And off you go to SEO land.

    I may not fully understand what you are asking but I'll answer as best as I can and you can let me know if I was helpful or not.

    1 - No, the keyword tool estimates yearly searches and then just divides that number by 12.
    2 - If you do not already have a site you should make sure to have the keyword in the URL and then the title and then take care of all the other onpage seo stuff.
