Adsense tech problem

Had a website built for me but the webmaster has not completed the site properly and has left me high and dry without finishing the site.
I am still a noob so do not know what to do about the following. This wordpress site will not display Adsense ads, although I can see that the webmaster has included my publishers ID and what appears to be an adsense column (?) by looking at the source code. The Home Page displays no ads, but there is a couple, and I mean only a couple of adsense ads that occassionally appear on some other pages.
I have gone to my Adsense account, which was created in March 2010, and was briefly used on only one website during May and June this year. My account has not been used since then and has earnt nothing since inception. Adsense reports that Robots.txt has loads of blocked URL's pertaining to various pages (or posts?) on my site. Don't know how to unblock this.
I have looked in the Root directory of my site using cpanel, and do not see the file robots.txt, which I thought should be there.
Any expert advice would be gratefully received, as I am not getting anywhere with the rogue who built the site.
