Question about launching adwords campaign

Hi,

I've been studying Adwords this month.. I built a small site and am getting ready to launch my first Adwords campaign.

Is it true you can only target key phrases that are in the copy of your site?

For example and simplicity sake, say there is only one primary key phrase on the site: "stop blushing":

-is it ok to use "how to stop blushing" or "stopping blushing" in the ppc campaign?

I'm a little unclear on this and would appreciate any advice from ppc people.

    You can target whatever phrase you want, but if your landing page is has poor onsite optimization in regards to the search phrase you are targeting, then you get penalized with a low quality score (generally- im sure someone has exceptions).

    Low quality score leads to higher cost or not being in the top of the list.

    My site is optimized for key phrases that are high search volume, low competition. So should I target these specific key phrases only in the ppc campaign?
