Backlink Ratio - 100 0PR = 1 PR3?

Okay, so I don't know the ratios, the title was just an example. Is there even a ratio for this? I have heard some people say, 10,000 0PR = 1 PR7. I have heard people say, 100 PR0 = 1 pr 5... etc.

Is there any kind of measure to use for this?

    It all depends on how much link juice the pages that link to you are recieving. Think of it as a stream splitting off in to lots of smaller streams.

    My personal blog has 105,000 natural inbound links, ranging from PR4 to PR0, and it is only a PR3.
