Recommendation for SEO Company?

Hey everyone,
We had previously been working with an offshore Indian SEO company.
I would direct a team of their workers to perform certain activities (submitting to directories, etc.), basically all of the not-so-fun work, while I managed the big picture internet marketing efforts (we have a network of sites and had hired 7 full time individuals to do this sort of work).
We're looking for a replacement company to work with and I was wondering if anyone here had some recommendations. We're looking for something very cost effective (read: cheap). I know you get what you pay for, but since I'll be directing the SEO efforts, it's most important that they have just some sense of SEO and what they are doing, the ability to follow instructions (somewhat) intelligently, and the ability to read and write English (at a level where they could be posting on forums and blogs).
So any recommendations that fit the bill would be much appreciated.
