How to rank in places for keyphrases with no geo keywords

I'm trying to rank in google maps for searches for local services but without the city name.

For example:
appliance repair
instead of
appliance repair NYC

How can i rank better for searches like that?

I got 2 sites, the first is a 8 years old domain and the other one is a 3 months old domain.
1.allcityappliance
2. appliance-repair-ny

The first one is ranked for searches without the city name:
refrigerator repair
washer repair
etc

The second one is ranked pretty good for searches with the city name:
appliance repair NYC - (2)
washer repair NYC (2)

The weird thing is that the second site get about 2-10 visits a day according to my analytics and very few calls.

The first one get much more traffic (30-40) and calls which leads me to believe that most people search for local services without using the city name...

Only problem i can't find information about this subject and how to target it.

Can someone please direct me or explain a little about it?

      I was going to ask a related question about this today.

      My question was when you target url's for keywords like the op is targeting since they are similar ie. appliance repair, and appliance repair NYC would those count as two separate targeted keywords toward the domain? Make sense? Another way to explain would be appliance repair, appliance repair Buffalo, appliance repair Buffalo NY. Would that count as three keywords targeted for that url?

      I have read mixed information about the max number of keywords to promote for each url. Usually between 2-7 keywords per url.
