    You buy a domain.
You put advertisements on it as a "placeholder" for your content.
Not sure what else you would need to code.

You have a domain that you think could attract type-in traffic, so you:

    1) Add it in your AdSense account.

    2) Configure the domain's DNS (or add an "A record" or two) to point it to the IP address Google provides.

Sit back and wait, and (hopefully) make money from clicks on the ads that appear when visitors visit your domain.

I guess people forgot one little step. You must have a parked
domain, and....it must be submitted and approved by google.

Only then to do they give you the instructions as to how to
      set it up.

You can't just add adsense to a parked domain without google
      approval, and google taking over.

However, unless the domain is a recently parked domain of a very
active and popular website, it's not worth it. It is better to
toss some content on it, then regular adsense for content.

There is another option besides parking it with Google. You can park it with Why Park, they allow you to use third party ads on it so you can use adsense or some other affiliate links or banners. You can even use Google analytics on it although their own stats are quite ok. You can also put some own content on it to make the ads appear more relevant. But wherever you decide to park your domain, in order to make money you do need some existing traffic going to it already.

Not true. Putting adsense for content on a parked domain is against TOS.
Adsense for content is vastly different than adsense for domains.
Don't do it. Google must be able to crawl content, thus "adsense for content."
No content breaks the TOS. This is different than non-content subpages
          such as FAQ, login, etc.

Don't put adsense for content on a parked domain unless google does it.

With Why Park they do put lot of content on your domain according to your keywords, at some cases it can be up to hundred articles so you have like an hundred page mini site. But you could be right about the TOS though, although it is more like a mini webpage it is still parked domain.
