Question about Competition in Adwords Keyword Tool

As my subject indications, I have a question concerning the competition marker in the Google Adword Keyword Tool.

I found a 2-word keyword that has approximate 4400 searches per month and it's competition is 0.09 (LOW).

However, when I do a search in Google for this 2 word keyword, there are over 16 million results. Doing "allintitle:keyword keyword" results in 1.5 million results. And most of those results on page 1 and page 2 are wikipedia, major companies, etc.

So, despite the supposedly low competition that ends up being major companies and huge authority sites, there is no hope for ranking for this keyword - right?

There is another 3-word keyword in the same niche that is similar in situation (just not high authority competition, but niche-targeted competition) that would also be perfect.

    What says that competition is .09? What factors does that go by?

    If you do an alltintile and you have that many results then it is competitive.

      That is what I was wondering. How does Google Adwords Keyword Tool rank the competition marker?

      If that is the case, that the allintitle is a better indicator, then you can not go by the Adword Keyword Tool competition marker at all??

      And, if you can't use the competition marker in your keyword research, then what is to say the number of searches in the Tool is accurate also?

      In another words, is the Keyword Tool accurate for any type of research usage?
