Question about consulting services for big firms

Heya everyone,
I was wondering how internet consultancy firms handle relatively big firms. I mean, If I were a manager in some big organisation looking for consultancy I would probably want it all white-hat. No backlinks from some random squidoo page or some random blog which has nothing to do with my products or services.
In short, how do they promise top rankings without any backlink spamming ? I am sure on-page seo just won't cut it if there is some moderate amount of competition.
