i guess if you can afford the money to invest in PPC you will definitely get targeted traffic most of the time and you must make sure your website content is of quality so that you can get a good conversion rate to justify paying for PPC.

Both are good as long as you have a good ROI. PPC is instant,in PPC you pay some money and get many visitors instantly. But SEO you have to wait!

^^^ This. Unless you're using FB or PoF, where you can do some very acute targeting, PPC will bring you a lot of semi-targeted traffic. Over time you can optimize your PPC campaigns to target the correct audience (based on testing over time). On the other hand, SEO will generally bring the most targeted traffic. The downfall is that it takes a bit longer to get moving substantially.

I think that PPC can get you good traffic fast. Also it can pull traffic fast from niches and keywords that have high competition.

There is really no single "right option" to get targeted traffic. Really, you should get traffic from as many sources as possible, as long as they deliver targeted visitors with a profitable ROI.

With that said, when done correctly, pay per click can bring you some of the most targeted traffic available, because you can reach prospects at the same time they're looking for your products/services.
