Staying on top with low competition - backlinks needed?

I've been looking around at how some claim you can stay on top of the rankings without doing much backlinking to maintain rank.

I find that hard to believe.

but...

If true, let's say the competition was low enough could you take a static site, get it ranked and just leave it alone?

Wouldn't the age of the site over time with no new content or new inbound links (unless natural of course) eventually have the website to fall?

I'm looking to build around the niche website idea but I can't imagine being able to have 100 websites and outsourcing backlinking to them all. That just seems like a heck of a lot of management even if the cost was low.

    I'm sure you could find a guy on Fiverr to run 30-50 links a month. So, 100 sites, $500 a month, he'd be happy and you should be able to maintain your ranking.

    Actually - I have mini sites in small niches that are staying on top. No backlinks at all. The trick is to monitor them - and if they do fall - add a few backlinks and your back on top.

    No backlinks at all is this possible?
    I think low competition means also low in broad searches.
    How can you say that you're staying on top?

    I stayed on first page of google with a 2 month old site for a month with just some URL and page title work. Then it dropped. I added backlinks and now I am back on top.

    so monitor, then hit the spot you want. if it falls THEN outsource to maintain.

    I have had websites that have maintained a top position for over 6 months with no new back links. I suspect it was a combination of both the easy strength of competition and the fact that I do a lot of article marketing and my articles seem to spread naturally with time all over the web. So even though I wasnt adding links to them, they seemed to keep getting links.
