Your solution is in the first response....

Don't get hung up with Page Rank. Or worse confused between Page Rank (a Value from 0-10 for your webpage) and Search Engine Ranking (the position in the search results for a given keyword).

To get traffic you want high search position. To get high search position you need to add backlinks. Preferably do follow, preferably with your keyword in the anchor text and preferably from high PR pages, preferably from a variety of domains and ip's

Make sure your on-site SEO is done, it's not the b-all and end-all but it takes a few minutes so you may as well do it.

Only quality back links from authority sites would bring high PR. Never use duplicate contents to increase the count of your back links for it may flag your website delisted.

Google Page rank is based on back links. Back links are Links pointing to your website from another website. The more back links you have the higher your PR will be.
I have considered important ways for link building such as article submission, forum posting, social networking and bookmarking as well as the old techniques like directory submission. But there are a new ways you can do which can you help your site and you can find it out of discovering and experimentation.

Vary your sources. Write articles, exchange links with high ranking sites in your niche, comment on blogs, create Squidoo lenses, etc. Vary it up a lot and you'll be fine.

Backlinks from high PR sites, edu and gov links, and lots of backlinks.You need to get a good mix of sources (e.g articles sites, blog posting, forum posting,youtube videos,etc).Backlinks from relevant or related content sites also helps with your ranking.You either have to do the hard work or hire someone to do it for you

Well all reviews are positive. But as a SEO expert I will say that making backlinks from high PR sites are best way but you should also remember that the page from which you are getting backlink should have less outgoing links because according to Google Algorithm the formula for page rank clearly mentions that the less outgoing links (OBL) and the high pr will effect more on your page rank. Well not only defining the google algorithm. I've personally tried these ways for my clients also. So liked to share it here.
