I was wondering if this method of backlinking via Blog commenting to other backlinks is a faster way to get backlinks indexed. Is it effective?

It depends on the site your dropping your link. The more frequent the site is being crawled the sooner your link will be discovered. Whether it's blog commenting or article marketing or others. But a comment takes lesser time to accomplish so in a way it is relatively a faster way to be discovered.

Yes, I agree. It depends on the popularity of the blogs. But I get faster indexing by submitting to high traffic bookmarking sites.

Yes, I do it sometimes. A similar method would be sending forum profile links to your backlinks - definitely helps get them indexed and gives them a little more juice.

Always good to go for only quality relevant blog comments for the website. It will help to rank better for the search engine.

Yep, that is a good strategy (although, it does depend on the blog). Another good idea would be to use EDU/GOV links to boost your backlinks

Does .eud and .gov really carry more weight? I heard Matt Cutts saying they don't.

Well, they do provide a sense of authority to the links.

Blog commenting is one of the best ways in getting backlinks. But be sure that the blog is related to your site.
