I need to beet a 3 year old PR2 site.

If somebody can help me with the exact steps I'm willing to pay money for it.

( i know some things about seo, but mainly in local, here, where I live. I think directory links, article submissions - backlinking them, some squidoo will do the job, but i don't have experiment in this, so the above offer is actual ... )

    First thing is to evaluate whether you can actually beat the site or not. One of my friends owns a website which is on page 1 of google ( spot 4) since several months. The thing is that the top 3 sites are owned by the same company that has a massive advertising budget so no matter how hard my friend tried, he was not able to move up. So, spend your money wisely.

    Directory links, article submissions - backlinking, social bookmarking will help. You can do it manually, buy software or outsource the work.

    You are saying that you want to beat PR 2 site, thats not a big issue, three year old domain automatically gain some PR, just check why he is a head of your site, look for his backlinks Yahoo explorer or backlinkwatch and also check on page of his site.
