Google adsense question

Hi,
I don't have any domain registered with me. Still I want to open an adsense account. I've heard that Hubpages are good for doing so. Hence I built few hub pages and applied for google adsense account. But google didn't approve saying that site is under construction. Most probably I applied it a bit too early before setting up enough hub pages. Later on I wrote few more hub pages and now I've 20 odd hub pages. Noe I've again applied for adsense account but they are taking way too long in responding for the same. Can anyone suggest me what to do? How can I contact google for the same?
