Engineering Business SEO Advise

I have a friend who owns an Engineering business, he has a website which isn't optimized at all and in truth is pretty bad. He wishes to rank for around 8 pretty low comp keywords. I'm thinking of setting up separate web properties each one will target one keyword and funnel the traffic back to his site. ( which will be optimized) I feel this is the best strategy to rank for all the separate keywords. However, some input from people who specialize in SEM and SEO would be great. Would it be better to add all the content to his site and target each keyword on a different page ?

I think you can use the same website for the following task just use the keywords according to the seo techniques and use the on page marketing,,

It is easy to promote sub-pages instead of complete domains. So, you should work on a single website by creating different pages for each service. Well optimize your website with quality content on all the pages and build back links for sub-pages based on the targeted keywords.
