seo noob, $20 for info

I'm a noob at SEO. I've bought WSO's about SEO and such but they tell you to use Onpage optimization, submit articles to high PR sites, forum profiles, etcetc

What they don't tell me is how to do this step by step.
Am I meant to write my own articles, and submit it to article directories?

Why are there offers by warriors for 'backlinking' ranging from $15-$100 for certain packages, and they submit your links and do everything for you?
Then there are those who charge $250+ for the same thing, with less links.

Can you just do the on page optimization yourself then use these 'backlink packages' to simply rank? Is it as simple as that?

I understand high pr links are much more valuable than low pr sites, but I really dont understand, I'm so confused. Any help is appreciated.

Can anyone recommend anyone to outsource the whole SEO services to?
I want to provide seo to local businesses to put their site on page 1, any info that can help me? As you can see Im so lost, there is too much info lying around I jsut want soemone to straight up give me an answer.

    Yes, it can be very confusing and if you get caught up in WSO's and what every IM-er has to sell, you can feel like you are in a tornado!

    My best advice is to learn how to do SEO and increase PR and back link yourself before outsourcing it to others. That way you know exactly what you need and won't get ripped off.

    The best place to learn it is from Google itself. Take advantage of all the info Google offers for free.
