Paid-for Twitter traffic to Adsense: Safe?

I've been reading around, trying to get a clear answer about this. It seems the general opinion is that social media traffic, including Twitter, is Adsense-safe, so long as the Tweets which draw traffic don't say things like "Go to this site and click the ads!"
But if someone were to "buy" Twitter traffic, either as a guaranteed number of visitors to their Adsense-monetized website, or to purchase a Tweet from someone who would Tweet it to their thousands or tens of thousands of followers, and it resulted in a large number of visits to the website - and, ideally, clicks on ads - would this be in violation of the Adsense TOS?
It's not the same as simply "buying traffic", you know, "Get 10,000 visitors for $5!"...but is is safe?
Sorry if this has been touched on before and I've missed it. I'd really like to hear your thoughts on:
a) Buying a guaranteed number of Twitter visitors, and
b) Buying a Tweet from someone who has a lot of followers and would promote an Adsense-monetized site via a Tweet
