High PR do follow govt sites - anchor text query?

By good fortune I have discovered 2 govt sites in my country with 100's of commentable pages varying in PR from 2 - 5. The great thing is there are next to no comments on the pages from others and they are do follow. A real gold mine!
Here is my problem. After a few tests, they only post comments if I use well thought out comments and dont use a spammy keyword name. I can handle doing decent comments on such high PR pages, but is making these comments still worth it considering the anchor text will be irrelevant?
Given the high PR and the ability to literally make 100's of posts throughout these sites, is this still a viable way to build my own PR by leeching it from these sites?
Lastly, one of these sites will even let html content links be included if I mask them by using full stops and commas as my anchor 'text'. I am assuming that the web masters just miss the linked chracters when reading my comments for approval. Does google devalue links with spammy anchors like this (ful stops etc.) or is it just like an image link with no alt, still worth something??
