Scaling Microsites With Budget - Linkbuilding And Content Needed

We're having some success with our AdSense sites and were considering boosting current production, but I can't do it without hiring staff or finding providers. Staffing comes with its own issues (hiring, training, payroll, supervision, bleh...) and so what I'm thinking is that I just turn my current team into a content management and have them supervise sourced content, seo, etc.
We're planning to go to 100 or so sites a month here soon...and jump to maybe 150 sites/month in the Summer, but my problem is 2-fold:
1. SEO - Most of the providers I've seen here are either providing fairly junky links OR they have strong packages, but only offer it to 3-5 sites, maximum. I'm looking for small, well-rounded packages on lots of sites...around 100 month. My max budget here is around $1,000/month at this point ($10/site)...I'd have my team verify, track, etc.
2. Content - We have a fairly decent system through in-house writers, solo contractor writers and Fiverr...but this gets much more messy as we scale. I've already turned my best writer into a content manager and would like the content to flow through her. Unfortunately, I'm spoiled and pay $5.00/article for pretty good content (mostly sourced now), $2.50-$3.00 (both in-house and ordered) for so-so content. My immediate needs are around 150 pieces of good content a month and about 500 pieces of just decent content.
Anyone have any SEO providers that provide mini-packages for lots of sites? Know any good content writers that could be close to my price at scale?
