What's Google Up to?

I've been running Adwords for a year and doing fine. Last week I was looking at my analytics and noticing a LOT of traffic coming in from keywords I wasn't using.
For example, using the broad/phrase and exact for "Sales Help".
I started getting "insurance sales techniques" type phrases.
My understanding (and past experience on different campaigns) was that even on the broad match - the both words needed to be in there somewhere.
I started typing in Google searches and discovered that Google was running my ad under the way broad word of "Sales"... No "help" anywhere in there.
Did they change their policy? Has this been the way it always is and I missed it? Can they take any word out of a broad phrase and just throw your ad up on it - regardless of the phrase in your keyword list?
