Building Websites for people, and Hostgator need to "APPROVE"? Incentized Affiliate Offers

Happy day or eve, wherever you are
May I bother you for your thoughts on this?
I will create "websites" for visitors to my site, that use my affiliate link, and are in need of a smaller online presence. I'll do it as a Hostgator affiliate and that will be my profit(for now ) I will likely offer to make a site for nothing, or minimal charge. I'll gain experience. I will likely only offer to make a simple site, maybe two pages at best (for very small business, consumers) (don't give me a hard time!) (I can read your mind! don't !)(don't do it! 
)
Here's my Question;
Hostgator says; Incentivized commissions, and offering any form of incentive to obtain a sale is forbidden, unless prior approval is given and cleared by HostGator Staff.
That's listed in their T&C for "Affiliates".......
I thought to myself???? why do they want to "approve" you for "incentivized traffic" ?? granted I realize people can run some pretty risque campaigns, or BH or other "criminal activities" but how about me? for this type of "build you a website" instance???
Maybe they think you will be making websites for others, and they want to "verify" your credentials or skills or knowledge, before "using" hostgator's "reputation" ?? incase you "suck" at building sites? (I may infact "suck" but that's none of their business!)

or does it more have to do with other "concerns" as it applies to other
types of "incentivized" sign ups?? like the "BH" type that I eluded to?
and if it is because people run "cruddy" or "BH" stuff, then I shouldn't have
to worry? or am I missing the point altogether?
