hi, recently a client of mine asked me to create a page similar to The Text Page - Low Cost Advertising Optimized for Search Engines
As you can see, this looks like a link farm, but google awards it with pr 3...

    PR is outdated by at least 8 months or so, keep it in mind and check again at the next PR update to see. It might just be a dropped domain that was picked up as a PR3 but it probably will go down.

      this domain has 2 years age if i remember correctly, but many of the external links, go to sites with high pr.
      it's common knowledge that external links to high pr - authority sites can increase your pr, that's why i think that it has pr 3
