SOE for national service question

I know how to get ranked locally for a service biz (I own one and did it pretty quick). I thought of taking the same service and putting up a site that when people typed in the search term this came up as a national directory - like "click on your state to find a contractor" type site. Kinda like petsitdotcom. I would assume there is a WP theme that does it but what about SEO for something like that? I live in a small town and petsitdotcom comes up #1 above Google places. Can't seem to find any info on this.
