You can send them application to resolve this issue.. Request them that you didnt do any invalid click.. although the chances that they may reply is very less because they do have millions of mails to respond.. they too disable my account and i didnt get the reply from them..

Google tries to resolve issues that you may have, so if you feel that their decision was made in error, and if you can maintain in good faith that the invalid activity was not due to the actions or negligence of you or those for whom you are responsible, you may appeal the disabling of your account. Just contact them through their appeal form.

Yeah, your averege clicks are around 5 to 6 and your traffic is from worldwide, but always with the same IP address? If No, ask Google!

Google could care less what your CTR is. They only care
about good, valid clicks. They don't care if you only get one
a month, so long as that click is valid.

People don't get banned for a too low CTR. There's no
such thing. They don't get banned for too high CTR either.

But anyone who cares to read what google publishes would
      know this.

This thread is too dang funny. Or tragic.

Bad traffic, bad clicks is so fundamental.
