Manual Backlinking, Quality PR, No Follow

I am very confused about backlinking manually, which it seems like a lot of the veterans say to do. How on earth do you find a website that you are able to leave comments on, has a quality PR and doesn't have a nofollow tag. This is where I am lost now.

    There are tons of them out there. The easiest way in my opinion is to look at your competiton, or the sites that are ranking for competitive terms. Take their backlinks, run them through something like SEO Spyglass or Scrapebox and sort them by PR. Then investigate the promising ones manually. Once you find ONE good target, take all the links posted on it and repeat the process.
