Keyword Comptition - High PR and Low On-page?

I've come across a pretty good keyword with 5400 exact match and $11 CPC and was doing some competition analysis. The first page results had pretty high PR, ranking from 4 to 6. However, none were optimized for the particular keyword in either the title, description, or H1 tag, which is probably the reason traffic travis deemed it as relatively easy.

So, what do you guys think? Will a site with good on-page have a pretty good shot against these PR 5 sites with low on-page optimization?

      No, none of them are sites that I recognize. However, almost all listings are the actual homepage of the domain. That's a bad sign, right?

        You can check if they have some optimization for your keyword in meta name and keywords or in the content they provide.

        Can you get an exact match .com domain?

        I've seen new 8-9 pages exact match website beating old PR4-5 websites' homepage. Some of them were optimized for that keyword too.
